At the 35th meeting of the EPSM SCA Working Group, Simone Giordano presented De Matteis Law’s analysis of strong customer authentication on the acceptance side under the final PSD3/PSR texts.
The analysis addresses issues of practical importance to acquirers, payment service providers, merchants, schemes and technical service providers, including:
- merchant-initiated transactions;
- transaction monitoring and the transaction-risk-analysis exemption;
- SCA delegation to merchants;
- the use of the EUDI Wallet for SCA;
- the liability of technical service providers and schemes;
- mail-order and telephone-order transactions;
- SCA for refunds, dynamic linking and tokenisation; and
- the expected PSD3/PSR implementation timeline.
