Since then, the firm has developed as a focused, independent practice, where clients work directly with senior lawyers. Founding Partner

Andrea De Matteis is the founding partner of De Matteis Law. He advises leading international payment companies on complex EU regulatory questions and represents clients in competition and regulatory proceedings before Italian and EU authorities. He has practised since 1996 and spent ten years in Brussels, including at Linklaters, the European Commission’s Directorate-General for Competition and WilmerHale. Before founding the firm, he led the antitrust team of a major Italian banking and corporate law firm. His work combines legal analysis, policy strategy and advocacy on issues shaping the European payments market.

Simone Giordano has advised clients on EU payments, digital finance and cybersecurity regulation since 2009. He works closely with international payment companies on PSD3/PSR, strong customer authentication, DORA, open banking, the Interchange Fee Regulation and related commercial-law issues. Simone also represents clients in competition matters before the Italian Competition Authority, including complex in-depth investigations. Before co-founding De Matteis Law in 2011, he practised antitrust and corporate law at a leading Italian banking and corporate law firm. He combines detailed regulatory analysis with a practical understanding of payment products, operations and market developments.

Denise Campagna advises on EU payments regulation, payment-fraud disputes and the contractual documentation governing payment products and services. She supports clients in translating regulatory requirements into clear terms and conditions and practical responses to customer complaints. Before joining De Matteis Law in 2022, Denise trained at the Italian State Attorney General’s Office and completed a judicial traineeship at the Court of Rome. She previously worked as an intern at the Italian Ministry of the Interior. Her practice combines payments, contract and civil law, with particular attention to the practical needs of regulated businesses and their customers.

Before joining De Matteis Law in 2026, she served at the Italian Competition Authority and trained in the Banking & Finance department of PedersoliGattai. This combination of public-sector and private-practice experience informs her approach to legal research, regulatory analysis and client advice. Nicoletta was admitted to practise as a lawyer in 2026 and holds a law degree and a postgraduate qualification in European law from the University of Naples Federico II.

Office Manager

Greta Maria Azzurra Giordano is the Office Manager of De Matteis Law. She oversees the firm’s day-to-day administration and helps ensure that lawyers, clients and suppliers receive efficient and reliable support. Before joining the firm in 2024, Greta spent four years as Administration and Legal Manager at an international architectural practice in Rome. She previously practised for seven years as a criminal lawyer. Her legal background and operational experience enable her to manage administrative matters with sound judgement, discretion and close attention to detail, while contributing to a welcoming and well-organised working environment.
